Speaker Bios:

Lucille Fisher

Quality Resources was created to respond to the  documentation needs of the aviation community. Taking a knowledge of regulations, above average communications skills, and a desire to assist operators doing things they do not like to do, Quality Resources, LLC is an aviation documentation house.

Lucille has over 30 years experience in manufacturing and aviation. She created or assisted with various operations manuals as director of Inflight Services for Part 12

1 certification under the CSET process. Lucille has developed curriculum and implemented training of various applications for a rapidly growing fractional aircraft ownership operator that allowed the growth without creating safety, production and service problems. Developed systems and reports for the Part 91 department to meet requirement of flight office and downtown executive office for a bank holding company. Lucille has also been a Programmer/Analyst performing LAN administration and PC desktop support to the executive offices of the bank holding company.

Chairman of the NBAA’s Domestic Operations Committee 2011-2013. National Business Aviation Association’s Schedulers and Dispatchers committee and was Chair in 1998-1999.

Specialities - Lucille has extensive knowledge and understanding of regulatory matters and has created compliance documentation. She has worked with 14 CFR Part 91, 135, 121 and 125 operations and has written programs and presented to the Federal Aviation Administration as required. Lucille participated with Aviation Rulemaking Committee for the Part 125/135 rewrite of the regulations.


Robert Lamond: 

Robert “Bob” G. Lamond Jr. is NBAA’s director, air traffic services & infrastructure.

In this capacity, he coordinates issues concerning air traffic services, airspace management, the FAA/Industry Collaborative Decision Making (CDM), operational integration of UAS into the NAS, various RTCA, and other, work groups, aviation weather, and air traffic system modernization (NextGen), as these areas relate to business aviation.

Lamond holds FAA private pilot, tower operator and radar specialist certificates. Prior to joining NBAA in 1999, he gained more than 18 years of experience in air traffic control, airspace and airport management during his 22-year career in the United States Air Force, when he was stationed in various locations throughout the United States and Europe.

Lamond currently serves on a variety of national level working groups ranging from the FAA Aviation Rulemaking Committee for Unmanned Aircraft Systems to implementation of the FAA’s NextGen programs. He currently serves as the Industry Co-Chair on the RTCA Tactical Operations Committee (TOC) Western Regional Task Group (TG); he is a member of the TOC, the NextGen Integration Working Group and the FAA Performance Based Aviation Rulemaking Committee. He was the co-chair of the now completed RTCA VOR Minimum Operations Network (MON) WG. In addition, Lamond is responsible for creating the NBAA Air Traffic Services (ATS) function at the FAA Air Traffic Control System Command Center (ATCSCC) and his leadership has been a key element in business aviations inclusion into the FAA’s Traffic Flow Management arena through the FAA/Industry Collaborative Decision Making process.

Eric Moilanen

Eric Moilanen has spent the last 9 years with Premier Corporate Security where he manages U.S. Customs and TSA compliance programs. Moilanen has over 24 years in private/corporate aviation as a Gulfstream and DC-9 Captain. Prior to his involvement with aviation, Eric gained 10 years of law enforcement experience with the Michigan State Police.
