Amanda Applegate, Esq., - Partner, Aerlex Law Group

Amanda Applegate has been practicing law for nearly two decades and has spent her entire career focusing on aviation law matters. She developed a thorough knowledge of the fractional aircraft industry in leadership roles with NetJets, the company that pioneered the fractional jet ownership concept. Since joining Aerlex Law Group as Senior Transactional Counsel in 2011, Applegate has handled both whole and fractional aircraft transactions, and has successfully guided hundreds of aircraft sales and purchases around the globe. She is also recognized internationally for her monthly column on aviation matters in BusinessAir magazine.

Operational Safety Management and Emergency Response Planning


Moderator: Donald J. Chupp - PresidentFireside Partners

Donald J. Chupp is the President of Fireside Partners LLC, a veteran-owned small business dedicated to helping organizations take care of their most important asset – their people. Don develops and conducts specialized emergency response plans, provides educational seminars, and works in partnership with other safety and emergency response professionals around the world. Prior to his work with Fireside Partners, Don was the Program Director for the National Transportation Safety Board (NTSB) Academy. In this role, he managed the daily operations of the Academy and developed courses and workshops for the transportation industry and governmental agencies involved in disaster response, safety, and accident investigation. Before coming to the Training Center, Don was the Assistant to the Director for the NTSB Office of Transportation Disaster Assistance.

Todd Anguish - Chief Safety Officer, OneSky Flight

Todd Anguish has spent over 25 years in aviation as a professional pilot and mechanic. A veteran of the U.S. Air Force, Mr. Anguish was a crew chief team member of the Thunderbirds. He later flew for PSA Airlines before eventually ending up at Flight Options. He served various roles at Flight Options and now serves the role of leading the safety department and initiatives for OneSky Flight.

Robert Hartigan - Manager Airport Operations and Planning, Cuyahoga County Department of Public Works

In May 2018, Robert P. Hartigan, ACE joined Cuyahoga County’s Department of Public Works – County Airport Division as Manager, Airport Operations and Planning.  In this capacity, he provides leadership and oversight for Cuyahoga County Airport – Robert D. Shea Field assets (CGF) as the Airport Manager. As Airport Manager, duties include leading the airport staff in the execution of airside, landside, tenant relations, security, maintenance, finance, commercial development, and physical infrastructure development functions to accommodate over 28,840 annual operations and provide an outstanding workplace for more than 950 on-airport employees.


Katherine Hilst - Operations Manager, IS-BAO, International Business Aviation Council


During the span of her extensive aviation career, Katherine began as a charter pilot and flight instructor in California and later became chief pilot for the operation. She then moved north and became the first safety manager for one of the largest helicopter operators in Alaska in the mid-1990s. Katherine later owned and operated a helicopter trekking and skiing company in Juneau, where she developed the safety and CRM training programme for their pilots and crew. She has worked as a Human Factors/CRM instructor and consultant and in 2009 formed Safety Design Consulting, LLC, where she provided consulting services to the industry, including auditing for IS-BAO and Tour Operators Program of Safety (TOPS). Katherine is also an auditor for the Helicopter Association International (HAI) Accredited Program of Safety. As a commercial pilot in both helicopter and fixed-wing, Katherine has logged over 3200 hours of flight time and is a rotorcraft and instrument flight instructor.



Sarah Keesler - Air Traffic Controller,  Cleveland Air Route Traffic Control Center

Sarah Keesler has been a controller at Cleveland Center for 15 years and is a member of the Local Safety Council and an On-The-Job Instructor.  She holds pilot ratings of commercial, multi-engine, and instrument, and has resumed flying after a 17-year hiatus.  Ms. Keesler’s degree is in Aviation Administration from Western Michigan University, and she is a member of EAA, AOPA, WAI, The 99’s, and is an advisor to the board of The International Women’s Air & Space Museum.  A dedicated ‘Safety Nerd,’ and huge fan of General Aviation, Ms. Keesler advocates for outreach events for children in our communities.
